system that makes sourcing or shipping decisions. It returns named action signals —
ACCELERATE_ORDERS, BOOK_CAPACITY_NOW, PRE_POSITION_INVENTORY — derived from live AIS
vessel data, SEC filings, Federal Register alerts, and trade intelligence. Signals tell
agents what to do, not just what happened.
